I don't understand how one European team beating another European team would negate both. Did they get to choose their opponents and Belgium decided to show England who is boss?

Revenge? That was a game neither team wanted to win. Both teams were through, and the winner landed on the considerably harder side of the bracket. England is better off having lost.
