There's a reason neither England or Belgium fielded their best squads in their matchup.

England got a more difficult first round draw, but in the goal of winning the cup, they're on the much easier side of the bracket. Belgium drew Japan, Brazil, then Uruguay/France. England gets Colombia, Sweden, Russia/Croatia. The path to the finals is substantially easier on the England side of the bracket.
