Think of it like a phone number. If two phone numbers are different, but the first six digits are the same, chances are they're both in the same area. Same concept for IP addresses. Sometimes the geographies are pretty large (like AOL for example), but when it's a pretty small provider, you can make a pretty good guess that they're both coming from the same general area.
