It seems there should be a way to design the system so stuff like this just isn't possible. Rather than have a team of people running around looking for cheaters and generating ill will.

It will happen no matter what they do to the xbox. Its like Apple. Each version update they come out with, they try to stop jailbreaking, and no matter what, every version is jailbroken within a few days.

So you design the system so that the device never keeps track of achievements, only the online site. Then you'd have to hack into Microsoft to cheat, which is a much tougher proposition.
