I call it him not having a contract. The term "holding out" implies he is refusing to meet his contractual obligations. As it is now he is a FA. He has been offered a franchise tender which he hasn't signed. The term "holdout" puts the blame on him when in fact it is on the team. If they wanted him there on time they should have come up with a contract that would get him there. I'm not saying they should have done that, I'm just saying he isn't defying a contract by not appearing. I think that's a substantive difference.

Also, I think calling him a "holdout", being technically inaccurate, doesn't inspire a lot of confidence in the writer. More importantly, neither did his take on Cassel.
