I am seeing quite a few station in Topeka that are out of gas or not even selling gas now. What is up with that?

ROI for the oil companies, red tape, NIMBY, etc. We have increased capacity at our refineries, in order to meet demand.

Part of it.

Another is the oil companies know prices go up without refineries. Why would they build one?
