As I have stated several times Clark's responsiblity doesn't stop with the hiring of Pioli. All major decisions have to be approved by him.

Any other type of business that has that level of bad results would have their CEO fired/pushed out shareholders... however you want to call it... the CEO would be held accountable for the poor performance.
