If Alex Smith even WANTS to leave the SB 49ers in sunny SF, to go to KC to be a backup, then he must have lingering concussion issues. And so does any chiefs fan that wants him here

That's a good point. They aren't going to pay that bonus so I would expect the month and a half to transpire in some deal.

I think the first day of the new calendar year is the start of free agency.
