That said, wouldn't these specific rules make him (or anyone for that matter) a punching bag of sorts? Any normal person would have broken them eventually. JMO, if you're going to bring someone back from a ban with those stringent rules, then you probably shouldn't bring him (or her) back.

He did something ban worthy, and he was permabanned... "paying the price" would have been never being allowed back, because that's the whole point of being banned. But, he was allowed back, then got banned again... then was allowed back again.... so yeah, he had a different set of rules. Very specific rules. And he lasted what, a month?

I just don't see how DaFace (not Phobia) could have made it any clearer. Again, DaFace (not Phobia) specifically told him that people would try to get him going. Maybe billay started it, and maybe he started it in multiple threads, but it ended with Hootie following billay around to multiple threads and starting shit, instead of putting billay on ignore and/or not responding to him or carrying it into other threads.
