No, he's not necessarily a bad backup. He's just an unknown backup who is getting way more trust than he deserves as the ol' reliable guy who can win 2-3 ugly games for you if you have to and the playoffs are on the line. He's not that guy because he's never proven to be that guy.
We don't know if he's that guy. Hell, at least Damon Huard showed he could do that in Miami before he came here. Daniel only had preseason games before coming here and now he's got ONE game on his resume in which zero expectations were placed on him.
Again, that's not terrible for a backup QB. We could certainly do far worse. But when we've got two much younger QBs with far higher potential on the roster and keeping Daniel means dropping one of them, that's when I'll take the two younger guys.
