I don't know what the words "never stops" and "always has something up his sleeve" mean to you, but the logical inference to the majority of the English speaking world is that, not only did Roger Goodell have a hand in rigging the 9ers/Ravens SB blackout, but that game rigging has happened repeatedly.

You're reading into it what you want to see to support your position. I've yet to see anyone explain how a power outage gave the 49ers an advantage. If the game was truly rigged, wouldn't it be easier to have the officials make some questionable calls? Or perhaps the players that were "in on the fix" help the 49ers by missing some coverages, tackles or throw some interceptions?
