Your not giving Baldwin a chance for his second year. Only his second year I think he will come through just fine & make this season count and take a step up. He may not dominate until his third year but he will start making impressions for an up comming WR learning his craft.

Dude still needs some adjustment time. He's going to be fine. Romeo and Daboll didn't do him any favors by putting him in an offense led by reeruns and assholes at QB who can't find open receivers more than 10 yards down the field.
