What's the next tiebreaker after yellow cards?

Maybe Mexico/Poland can shoot penalties? These stadiums are only a few miles apart. Should be easy to coordinate.

There’s a point system that factors in all bookings, where a yellow is worth so much, a second yellow so much, and a straight red so much. If they end up level on fair play points they cast lots.
