As far as an actual cap # is concerned, each teams contracts and bonuses that actually count against the cap, only HAVE to equal 89-90% of the overall cap. I'm also VERY unclear as to whether or not the $3million dollar cap exemption is mandatory, don't know whether or not it must be used every year by every team...

I think you are right. The 99% is league-wide average cash spend.

This brings up a question. If I understand this correctly each team has to spend x% (not 99) but league wide it has to be 99%. Who gets punished if the league does not hit that 99%?

The Patriots are Superbowl contender regularly and consistently backup Brady with nothing but projects. Cassel being one of them.

The Patriots have had guys like Huard and Flutie back up Brady. The project thing didn't really start until Cassel beat out Flutie for the job in 2005. Even then, the Patriots went out and got Testaverde to be the QB3 in 2006.

I wouldn't be shocked to see Pioli go with Cassel, Stanzi and a veteran retread, and get rid of the Bobbsey twins.

wright has a foxsports guy on about the ravens...he said that he has heard (from "guys he trusts") the Chiefs are interested in McClain, that the Ravens can't afford him, and that he's in the best shape of his career...and that he wants to be a RB and not just a FB
