if you look at a pass happy league and snap counts/formations we probably sit in a nickel 50 percent of the time, so essentially the #3 CB is like a starter, whether that is Dunta, Javier, whoever the ****, its still considered a starter. Just like Mike Devito and his 1 down base playing ability is considered "a starter"
