In reference to a charge/block, yeah. Offensive out of control players can charge without defenders having both feet set, but thats more of player control.

I read that as not being able to slide under a guy who is already airborne. There for, you have to be set before the guy leaves the floor.

You can't be set without two feet on the floor, by rule. Doesn't mean it's always called that way.
