That reasoning makes no sense whatsoever, unless Glass is deathly ill and ready to die at any moment. Even then, there's no way in hell the sale of a MLB team can be completed before the end of the year. Whoever said that was ignorantly searching for reasons to explain something that no one believes will happen.
Even if Glass dies tomorrow, and even if the Royals can be sold extremely quickly before the law changes (it will change), most people think congress will try to apply this retroactively to January 1. That would spark a court fight, but you cant plan to take advantage of the lack of an estate tax, its something you tragically luck into this year when billionaire grandpa kicks off and you successfully defend in court.
