What is the origin of the beer looter dude?

It all started with this (real) picture of a guy looting a bunch of beer during the New Orleans floods.

People just thought it was hilarious, so they started PhotoShopping the picture in all sorts of ways. I think that's about all there really is to the story. Not very exciting.

Yeah, a massive hurricane strikes one of Americas greatest cities, and the government does next to nothing to save the residents that were too poor to leave resulting in the deaths of about 2,000 people. Then does nothing to rebuild, no story there.
