Find the origional IP address (If that is possible, although it is possible he may have switched companies or whatever) and contact the internet provider and tell him that he has been breaking the TOS consistently.

Eh, I doubt an ISP would do anything. And to give you the idea, the current username has around 25 IP addresses associated with it.

The thing that amazes me is that you have to confirm your email address to join, and you can't use an email of a member that's been banned. Every time he comes back, he's actually signed up for an email address at yahoo/gmail/hotmail/whatever specifically to get back in here.
