Not necessarily.

The boat is probably in a bay or an inlet which you would have to leave to get into the ocean.

About 15 to 20 minutes for me, went there once, not the best part of town. Lock your doors if you go.

I've been to international plaza but not to familiar with the area as I'm not the one that drove, when time comes is anybody that goes up to meet me in a location I'm familiar with(basically palm harbor) yes I have a unreliable car.
