What is this thing? (Photo enclosed.)

I do a lot of walking, and it seems like every week or two I'll see one of these wires lying on the sidewalk. Today I saw two of them several blocks apart. They're perhaps six to eight inches long.
What are these things? Where do they come from? They've always got that little minor corkscrew pattern, so there's got to be some reason why I keep seeing them. |

This is the other one I saw yesterday, perhaps 1/4 or 1/2 mile south of the first one.
Disregard the 90 degree angle. I presume some kid bent it or something. Every other one I've seen has been straight. |

It is from some kind of delivery that uses wire tag holders like this:

It's a piece of wire 6-8" long. They probably come from some kind of factory that produces wire pieces 6-8" long. The reason you keep seeing them is because they are on the sidewalk where you walk.

Sounds like you are going to have to notice the amount of debris between your wire encounters to see if it might be a street sweeper leaving notice that they are doing there job.
