I think so, it was his shoulder pad that hit him, and he didn't propel himself into him.

Because they wear them lose so they are comfortable. There has been some discussion about that recently.

They need to do something about that but the NFLPA would step in and intervene then bitch about player safety later on some dumb topic like replacement refs.
