It's because as commissioner, he's supposed to be the guy who makes sure there's a level playing field. If one team is penalized more than another for the infraction, that's preferential treatment.

My question is: What basis did Goodell use to reduce said fines a grand total of $65K? What in the world came out of the appeal that made him conjure up a reduction of $50K and $15K? Did we say "Sorry with sugar on it"???

It's pretty clear to me that the punishment for the Chiefs was WAY beyond the crime, but when left to this farce of a commissioner, well, hows about we just reduce good ol' Andy's fine by $15K especially since he's hobbling around on a bum knee, and since Clark is Lamar's little boy, I'm gonna give the team a 20% family discount too! I am The Man.
