I think he was trying to let them know that the people filming that needed to turn that shit awful awful music the **** down, asap.

From the video of events that occurred moments before this video, you can see that the toothpick user cut off the video uploader, who in turn made a point to pass the toothpick user and cut him off in return. Then the toothpick user passed the video uploader, and the video uploader followed the toothpick user closely, leading to the OP's video.

I was in Tokyo for business and was staying at a VERY nice hotel.
I went to breakfast at 7:30, eyes barely open and what was the lovely music that played for us. All hard core gangsta rap.
I about died as I looked around at all these middle aged, Japanese business men drinking their coffee and reading their newspapers while The Chronic, Tpac, etc. played. I will never forget that.
