Taking off sunglasses could be to be recognized by family/friend crossing the finish line, thus being close to the finish line. Setting the bag down to clap, i mean, its right in front of her, people do that. Just IMO

Possible, the "backpack" suspect also had sunglasses on until his backpack vanished, in those shots they were on his hat.
