FTR, I think EVERYTHING should be legal. It's ****ing dumb to ban substances that can help PROFESSIONAL athletes recover more quickly.

I have yet to see ( and this is also due to my lack of research recently ala the past 4 years) a significant correlation in significant health related issues and TRT and HGH. I admit I haven't viewed any current peer reviewed studies on the health issues ( %s, significance, aliments, etc.)
I do know that TRT is a significant topic in MMA and is not approved for nearly all cases in Olympic and most professional sports.
Personally, I'd legalize HGH and TRT for all athletes. However, there isn't a large study for TRT's negative affects that I'm aware of. Anabolic steroids can be dangerous, however using them solely to rehab from an injury doesn't provide the health risk as consistent use does IIRC.
