what possible reason would they have for not just signing Bowe to the contract instead of waiting? Even if they did some weird 1 year extension.

They have the salary cap room

Hell, maybe the rumor got a bit misconstrued down the grapevine. Maybe they actually couldn't come to an agreement before the deadline, forcing Bowe to play under the tag whether he wanted to or not, and Pioli and Bowe's agent kept at it and agreed to a contract in principle, ready to ink when the Chiefs season ends...
