Yes, and it's not really arguable at this point, in that most of the evals haven't even occurred yet.

if we don't take a QB at #1 then we MUST have a plan in place to trade back up into the 1st round and grab the guy we want.

The difficult question is knowing how far the QB's will fall.

Which is why any plan that hinges on such a trade is SUPER risky. I really hope this isn't their plan.
