Clark has given strong indications with his public statement that the next HC will have GM-type powers.

Does anyone rationally think Dick Koetter can fit that description?

Yes it did. They were a much more pass oriented offense this year. That's why they brought him in. They went from something like 11th in rushing attempts last year to near the bottom of the league this year. They nearly became one of the few teams in football history with three 1000 yard receivers.

Who is the GM?

Just an example of why hiring a HC first is a mistake.
