I tried a bunch of different scenarios for my zipcode and age data. In Clay county, a 31 year old non smoker who makes anything over $30,000 does not qualify for ANY subsidy.

I thought if you made less than $46k you qualified for a subsidy to help lower the cost of your premium?? Am I doing something wrong?
