Russians took a different tack than the US to tech and weaponry in a number of areas how couldnt it ? The kind of society that existed during the cold war within the Soviet Union wasnt like here. Without labeling it Evil one can look into some of the ways they innovated where resources were in short supply . The US covert ops and the relationship it had and has with the more mainstream aspects of R&D isnt the same as Russia now or during the cold war . Russia has always had a twilight zone window in their front office . The US plays wilder R&D down.
So what I am thinking is I dont know what the Russian Mob got their hands on and who in the mob knew how to expirement . I dont rule out figuring out a way to do something that is new I dont see garage guys having access to toys and coming up new things is what the US and Powers that be want. I dont like the way the Sciences control the culture of investigation seeing it's sterile. The collective of people in the sciences has too much power over what Science is being done and why.
Sure, their R&D couldíve taken a different tack but nothing Iíve ever seen, heard, read indicates they came up with a means of portable RF generation any more powerful than a magnetron.
Since Nikola Tesla this subject has been fairly well vetted. Weíve got a fairly firm grasp of what RF can and canít do.
So if you can show me what they've got that's producing enough transmitted energy to set buildings on fire or melt plate steel Iíll entertain the possibility but Iíll have to see it to believe it.
