Aaron Rodgers was injured by a tackler that was trying to injure him. It was not a tackle that would draw a penalty, but the tackler knew he had Rodgers arms pinned and he drove him into the ground with the intent to injure him.
The Sam Bradford injury was also borderline cheap shot. On both plays the QB could have protected themselves better by giving up on the play earlier, but both plays were trying to hurt the QB.
That being said, I do not know that much more could be done with the rules or rules enforcement to protect QBs. QBs could give up on plays earlier and offenses should run less plays where the receivers downfield are exposed to hits by DBs.
