I can see randoms, or boosters possibly slipping Bush (or Wiggins or Randle or whoever) some cash unbeknownst to the schools. But the schools themselves rarely if ever need to pay them directly. Esp in basketball where the correlation between being a top-5 recruit and being an eventual NBA first rounder is so strong.
