Yes, you can.

Just vote for the one position.

Click on Guards, select Jeff Allen. He'll be at the top.

Then you scroll to the bottom, and click on "submit ballot."

Then it will ask you if you want to vote again. You can vote as many times as you want.

I bet if we all vote 5 times every day, Jeff Allen will be a Pro Bowler.
