There are a couple of hops that can come across as "spicy" but it sounds like you're referring to the brewers spices that so many Belgian beers utilize. But it also, perhaps more importantly, refers to the sorts of flavors that Belgian yeast strains give off. That peppery sort of flavor is a hallmark of Belgian yeast strains. I'd stay away from Belgian beers, for the most part.
