Maybe not the greatest, but he's certainly in the top 5. Not only did he break into a scene when there were literally no mainstream white rappers of note, and hadn't been since Vanilla (if you don't count Everlast), but he completely changed the game. His style was unique at the time, and his lyrical structure is now so widely used it's commonplace. Guys like Kanye West, Lil' Wayne, T.I., 50 Cent, The Game, Kendrick Lamar, and Kid Cudi all borrow heavily from Eminem's style.
Like I said, I'll give you that he may not be the greatest...but he's tops on a lot of reputable lists, and I don't think you give him enough credit.
