Look at the teams right with over 10 wins right now. It's these 3--surefire hall of famers--or good/decent QB's on their rookie contracts. And Alex Smith.
I don't think you can field a dominant team right now sinking $20 mil into a player who isn't consistently top 3. And it is really hard to get that kind of player.
So there are really only two options:
(1) blow up the team and Suck for Luck. This is risky still because you can suck for years and still not get the guy you are looking for
(2) underpay a serviceable vet like Alex Smith and hope you can identify/develop talent in the last 1st round / 2nd round. This is pretty much what Seattle and San Francisco did.
We are going with option 2 and it's a formula we've seen work out.
