It doesn't, but it does use "Lord." There is another founding document that does use "Creator."
Even if not the actual law, it is considered a philosophical underpinning to later documents because this document is about natural law which precedes, even supercedes all man-made laws. So this document influenced our founding laws....without which may have not been written the way it was.
