It does with iTunes Match. It automatically does this for stuff you may have purchased through iTunes. For the rest of your library you just pony up $25 and it scans your library and adds everything to the "cloud".

What really happens is that if you have something in your library that is sold on the iTunes store you just automatically have access to it in full commercial iTunes non-DRM formats. If it's something not in the store or it can't recognize it because of some crappy metadata then it uploads the tracks to the servers and you can access it anywhere.

I've used Match since it launched and I couldn't be happier. Now if I sit down at a new computer, I just sign into iTunes and there's my whole collection. Everything from recent commercial stuff like Daft Punk to old Grateful Dead shows that got uploaded. I think it's great.
