We don't even know if she slowed down. The only time we see her speedometer it is at a steady level. We never hear her engine change tone or volume. We never see the reflection of her center-mounted brake light in the back window. She was confident enough that she volunteered her information to the police. She even said in her statement to the police she didn't want to speed because the pavement was slick from rain.
The supposition that she must have slowed down because the flatbed moved forward, then came back in view again, is assuming that the flatbed was keeping a steady speed, which we have no way of knowing.
