It finally took the truck and a few pulls to finally just rip them out. Too many years of just trying to cut them back and hoping they'd just die off allowed for the roots to be 3-4 inches in diameter.. Toe rope kept pulling off (actually skinned the bark off, but after 4-5 tries, they finally came out.

FYI for the future, if you want to kill a tree or bush that you've cut off there's a product called Tordon that will do it. It's deadly on a fresh cut.
