There is a difference between increasing energy reserves (creatine phosphates) or heart rate that you get from say creatine and caffeine respectively versus actual stimulation and growth of body cells (bone, muscle) by no other means than injection of a substance.
It's a cheat when used in a competitive sporting environment and the same as cosmetic surgery when used for personal physical enhancement.
