Maybe I am viewing this wrong, but a few things come to my mind right away.
Local Taxpayers provide majority of funding for NFL stadiums
NFL has contracts with the Networks (ABC, NBC, CBS, FOX) locals cost extra
Networks charge Television Providers
Television Providers charge Television Watchers
Television Watchers view NFL games they have paid to watch on TV
Unless you have an aerial antenna and are receiving those networks with out charge I don't see an issue, not really even then. I think the number of people with aerial antennas in a black out area would be a small percentage of total viewers. I don't think that small of a percentage out weights what those that are paying not only a premium to a television provider, but then also possibly/probably pay taxes to help provide the stadium.
