Unless you have an aerial antenna and are receiving those networks with out charge I don't see an issue, not really even then. I think the number of people with aerial antennas in a black out area would be a small percentage of total viewers. I don't think that small of a percentage out weights what those that are paying not only a premium to a television provider, but then also possibly/probably pay taxes to help provide the stadium.
This isn't an over the air aerial antenna issue.

You might not be aware of this since the Chiefs have not been blacked out in a long time, but if the local game is blacked out, you can not watch it on TV, no matter what. Even if you have cable, DirecTV, or even Sunday Ticket, none of that gets around the local blackout.
