I would say Gorilla Grodd or maybe The Rogues (Captain Cold, Heatwave, Weather Wizard, Trickster, Mirror Master, and Captain Boomerang)
Grodd would just look somewhat stupid (though with the rebooted Planet of the Apes franchise maybe not) and the Rogues need several movies to build their personalities (blue collar supervillains with a somewhat congenial relationship with The Flash)
