I believe it's a function of the new CBA.
Less time spent working out as a team, fewer OTA's and Mini-camps, less time in pads, no more Two-A-Days and far less contact.
What happens is that not only are teams rusty, guys fall into bad habits in terms of tackling and blocking. While their mental acuity is still sharp, their bodies aren't reacting as quickly due to less repetitions and less game-like experience.
