Another point that hasn't been touched on much, is the fact that the NFL & the Colts were tipped off by the Ravens prior to the game (Per Jay Glazer).
The Refs were going to check the balls at Halftime because of this, not because of Jackson. Jackson noticing it is simply icing on the cake. The NFL was already aware of it because the Ravens filed a complaint about it. Pats simply got caught.
