Belichick's "letter of the law" rant aside, if you are going to trust a team to not push every boundary they possibly can to gain advantage, then you have ****ed up.
You know why holding is, essentially, legal? because teams pushed and pushed, and dared refs to call it every play. When it was proven they wouldn't, then it simply became a matter of "how" guys could hold, rather than "if."
