Wait for him to say it. Guys don't really care about hearing it from a girl this early in the relationship. As long as he is hitting that shit on the reg, he really does not care if you say it.
You want to wait for him to get emotionally attached to you and thinking long-term and then he will say it. Hopefully then you want to say it back, because that's when he needs to hear it.
