If you really only surf the web you could get a Mac Mini ($499) but for a real computer ... main thing to look at is getting Windows 8.1 and 8GB ram or more. Processor shouldn't matter for web surfing. I recommend Windows 8.1 not because it is a great OS but because you can upgrade to Windows 10 for free.
